The bill defines "reasonable rental costs" as a rental expense that is appropriate and comparable to similar facilities in the same location, considering quality, condition, and size, and not exceeding the actual rental cost incurred by the charter school. The reimbursement will be limited to the lesser of either the reasonable rental cost of a privately owned site or 30% of the charter school's basic tuition multiplied by its current enrollment. Additionally, the reasonable rental costs can only apply to physical facilities actually used as a school during the full lease term and cannot include construction or renovation expenses. This change aims to provide more precise guidelines for facility cost reimbursement while potentially controlling expenses for city school districts.
