This bill establishes the New York State Abortion Clinical Training Program within the state Department of Health to address the declining number of healthcare practitioners trained to perform abortions and related reproductive healthcare services. The program aims to create a comprehensive statewide training curriculum that covers various aspects of abortion care, including counseling, informed consent, miscarriage management, patient-centered care, pre-abortion evaluation, contraception, telehealth delivery, procedural and medication abortion, and potential complications. The Commissioner of Health will develop the curriculum in consultation with the State Education Department and experts in abortion care, updating it every five years. The program will prioritize training healthcare practitioners who will serve underserved communities, with funding available to support travel and lodging expenses for participants. Professional educators will be selected to facilitate training at a minimum of four sites across the state, considering factors such as compliance with state laws, ability to provide culturally congruent care, and experience in abortion care training. The Commissioner is required to submit an annual report to state leadership detailing the number of grants issued, participants, providers, and their locations, while protecting the individual identities of participants. The ultimate goal is to protect individuals' rights to healthcare, privacy, and equality by expanding access to abortion care across New York State.
