This bill amends the New York Public Service Law to enhance consumer protections and transparency for prepaid telephone calling cards. The legislation requires that if a prepaid calling card, its packaging, or promotional materials are presented in a language other than English, all mandatory disclosures must also be provided in that same language, in addition to English. These disclosures must be clearly and conspicuously printed on the card or its packaging, and for online purchases, must be displayed prominently on the website before purchase. The bill expands the required disclosure information to include additional details such as the expiration date of minutes, connection or disconnection fees, and any surcharges not included in the standard per-minute rate. Furthermore, the legislation increases enforcement penalties, raising the fine for a first violation from $1,000 to $5,000 and establishing a $10,000 penalty for subsequent violations. The goal of these changes is to provide consumers with more comprehensive and accessible information about prepaid calling card terms and conditions, particularly for non-English speaking customers. The act will take effect 120 days after becoming law.
