This bill establishes the Yellow Dot Motor Vehicle Medical Information Program, which is designed to help emergency responders quickly access critical medical information in the event of a motor vehicle accident. The program allows participants (both drivers and passengers) to create a standardized medical information form containing personal details such as name, photo, emergency contacts, medical conditions, allergies, medications, hospital preference, and healthcare provider contact information. Participants receive a yellow dot folder and decal, which they must place in their vehicle's glove compartment and on the rear window, respectively. During an emergency, authorized emergency medical responders or other first responders (such as firefighters or law enforcement) can search the vehicle for the yellow dot folder and use the information to identify the participant, understand potential communication challenges, contact emergency contacts, and provide more informed medical treatment. The Division of Aging will administer the program, create the standard forms, and distribute yellow dot folders through area agencies on aging and license branches, with no participation fee. The bill also provides legal immunity for emergency responders and healthcare providers who use or handle the information in good faith, protecting them from potential civil or criminal liability.
