This bill creates a new type of license plate called a "driveaway plate" for businesses that transport vehicles from one location to another. Driveaway businesses can apply for these plates through county clerks, paying an initial fee of $150 and $35 for each additional plate. The driveaway plate allows a vehicle to be operated in driveaway service and is reusable until it expires on December 31st each year. Plate usage is strictly regulated: they can only be used to transport vehicles in transit, cannot be used by tow truck operators, and are limited to use by owners, officers, agents, or employees of the issuing business. Businesses must maintain detailed records of each trip, including vehicle identification number, origin, destination, miles traveled, and dates. If a driveaway certificate is revoked, all associated plates must be returned to the transportation cabinet. The bill also amends existing motor carrier vehicle licensing regulations to accommodate these new driveaway plates, specifically by removing the previous $10 fee for driveaway vehicles and incorporating the new plate system into the existing licensing framework. The Transportation Cabinet will be responsible for issuing, canceling, and enforcing the use of these driveaway plates.
