This bill appropriates $25 million from the state general fund in fiscal year 2025-2026 to the Arizona Health Care Cost Containment System (AHCCCS) administration for the support and construction of five secure behavioral health residential facilities. These facilities will be located across three geographic service areas (central, north, and south) and will provide on-site supportive treatment for individuals who are seriously mentally ill, chronically resistant to treatment, and placed by court order. AHCCCS can allocate up to $5 million per facility, with priority given to facilities that can open within twelve months. If AHCCCS does not issue a request for proposals by December 31, 2025, they must report to the senate president and house speaker explaining the delay and their plans. Additionally, the bill appropriates $10 million from the state general fund and $18,768,700 from Medicaid expenditure authority for an ongoing secure behavioral health provider rate increase. The appropriations are exempt from standard state regulations about lapsing of funds, meaning the money will not automatically return to the general fund if unused within a specific timeframe.
