This bill expands the Educational Dollars for Duty (EDD) program for the Florida National Guard by establishing a new provision to provide financial assistance to the spouses and children of active National Guard members. Specifically, the bill requires the program to set aside $500,000 annually to cover up to 50 percent of tuition costs for family members of active Guard members. The Department of Military Affairs will be responsible for overseeing the implementation and enforcement of this new benefit, including developing procedures to verify eligibility and distribute funds. The existing EDD program, which already provides educational assistance to National Guard members themselves, covers tuition and fees for courses at postsecondary institutions, technical centers, and for industry certifications, with specific eligibility requirements such as being an active drilling member in good standing, being at least 17 years old, and maintaining continuous participation in the Guard. The bill recognizes the sacrifices of National Guard families, particularly those who are often separated during deployments and emergency responses, and aims to provide additional educational support as a form of relief and recognition. The new provisions will take effect on July 1, 2025, and the Legislature retains the ability to increase the set-aside funding as needed.
