This bill aims to expand higher education support for children who are under the guardianship of grandparents or other relatives by making three key changes. First, it requires the Commissioner of Children and Families to extend the same financial support for higher education that is currently available to foster children to children under the guardianship of relatives. Second, the bill directs the Board of Regents for Higher Education, in collaboration with the Commissioner, to broaden access to the debt-free community college program for these children. Finally, the bill mandates that both the Commissioner and the Board work to increase resources and support for grandparents and other relatives to help them support the educational goals of the children in their care. The underlying purpose of this legislation is to promote education equity by recognizing that children being raised by relatives may face unique educational challenges and financial barriers, and by providing additional support to help these children pursue higher education opportunities.
