Under the bill, these local governments may establish a special property tax rate for such improvements, with the rate being neither 0% nor higher than the standard property tax rate. When such penalties are collected, 50% will be remitted to the Transportation Trust Fund, and the remaining 50% will be distributed to the appropriate county or municipal corporation official.
