Before receiving funds, each institution must have a signed agreement with the Department of Finance and Administration, and any disputes about the agreement can be appealed to the Public Procurement Review Board. By removing the original sunset provision, the bill ensures the board's contract oversight authority remains permanent, potentially providing more consistent management of state-funded construction projects at higher education institutions.
