This bill modifies Mississippi state law to give boards of trustees for community and junior colleges located near state borders more flexibility in setting out-of-state tuition rates. Specifically, the bill removes a previous requirement that local industries, businesses, or state agencies must fully reimburse the college for waived out-of-state tuition. Instead, community and junior college boards can now develop policies to reduce or waive out-of-state tuition if they determine it aligns with the educational mission of the college. The bill mandates that any such policy must include minimum eligibility criteria for students receiving the tuition reduction or waiver. The legislation maintains the existing stipulation that state funds can only be spent on Mississippi residents, with a specific exception for associate degree nursing students from out of state who may be counted for funding purposes. The bill will take effect on July 1, 2025, giving colleges time to develop and implement the new tuition policies.
