This bill provides a structured salary increase for Mississippi state employees based on their current gross annual salary, effective July 1, 2025. Under the Colonel Guy Groff State Variable Compensation Plan, employees will receive tiered pay raises: those earning $25,000 or less will get a $2,500 increase, those earning between $25,001 and $35,000 will receive a $1,500 increase, those earning between $35,001 and $50,000 will get a $1,000 increase, and those earning over $50,000 will receive a $500 increase. The bill includes two important provisions to prevent potential salary inequities: first, if the proposed increase would cause an employee to earn more than their agency's executive head, their raise will be limited to match that executive's salary; second, if an employee cannot receive the full raise due to reaching the maximum step in their job classification, the State Personnel Board must amend the compensation plan to allow the full increase. The Legislature is required to appropriate the necessary funds to implement these salary increases, and the act will take effect immediately upon passage.
