This bill, known as the "safer weapons, safer homes act," mandates that the division of criminal justice services, a state agency responsible for criminal justice matters, conduct a study on the technological feasibility of "personalized firearms." A personalized firearm is defined as a pistol or revolver with a built-in, permanent programmable feature that cannot be disabled and ensures it can only be fired by its lawful owner or someone they authorize, referred to as an "authorized user." The study, to be completed within two years, will establish performance standards, criteria, and testing methods to assess the viability of these firearms and identify specific models that qualify as personalized firearms. The findings of this study will then be reported to the governor and legislative leaders.
