This bill directs the New York Public Service Commission, in consultation with the New York State Energy Research and Development Authority (NYSERDA), to conduct a comprehensive cost-benefit analysis of renewable energy systems every four years, starting within nine months of the bill's effective date. The study will evaluate the technical and economic feasibility of meeting the Climate Leadership and Community Protection Act (CLCPA) renewable energy targets, examining a wide range of complex factors including technology capabilities, electricity wholesale prices, infrastructure build-out costs, energy storage challenges, transportation impacts, nuclear technology potential, system reliability, land use implications, and effects on natural gas markets and industrial processes. The commission must hire an independent consultant, consult with various stakeholders, and prepare a detailed report with recommendations to be submitted to key state legislative leaders within 30 days of completing the study. Additionally, the commission is required to develop rules and regulations based on the study's findings within 90 days of receiving the report, with potential voluntary financial contributions from New York's power authorities to support the research effort.
