The bill directs the CIO to convene a work group to examine the impact on and the ability of local governments to comply with the requirements of the bill. The substantive requirements of the bill have a delayed effective date of July 1, 2027.
AI Summary
This bill establishes comprehensive regulations for the development, deployment, and use of high-risk artificial intelligence (AI) systems by public bodies in Virginia. The bill defines high-risk AI systems as those specifically intended to autonomously make or substantially influence consequential decisions affecting areas like employment, education, healthcare, housing, and financial services. It requires developers of such systems to provide detailed documentation about the system's limitations, potential risks of algorithmic discrimination, and performance evaluations. Deployers must complete impact assessments before implementing high-risk AI systems, notify consumers when such systems are used to make decisions about them, and provide opportunities for appeal and data correction if decisions are adverse. The bill mandates that public bodies develop risk management policies, create acceptable use guidelines, and annually report on their AI systems. The Chief Information Officer is tasked with developing statewide policies for AI system procurement and use, and must convene a work group to examine the impact on local governments. Notably, the substantive requirements of the bill will not take effect until July 1, 2027, giving public bodies and AI developers time to prepare for compliance. The legislation aims to prevent algorithmic discrimination and ensure transparency and accountability in the use of high-risk AI technologies by public bodies.
