AI Summary

This bill revises the procedures for counties to clean and manage personal property found on land that has been declared a menace to public health and safety. Under the new provisions, when a county board of supervisors removes personal property from such a property, they must store the property safely and post public notices in three locations describing the seized items. The property owner can recover their belongings by paying any outstanding liens and providing assurances that the property will be properly stored. If no one claims the property within 21 days, the county can sell it at a public auction, with proceeds first covering sale expenses and cleaning costs, and any remaining money either returned to the known owner or placed in the county's general fund. If the property fails to sell at auction, the county may declare it surplus and dispose of it according to existing surplus property laws. The bill provides a clear, structured process for handling abandoned personal property on problematic land, giving property owners an opportunity to reclaim their belongings while also providing a mechanism for counties to address health and safety concerns. The law will take effect on July 1, 2025.
