This bill allows the legislative body of a consolidated city to adopt an ordinance regulating blasting operations within a one-mile radius of residential neighborhoods, with the goal of protecting residents' health and safety. Specifically, the ordinance can address four key areas: the types of chemicals used in explosives, air pollutants released, noise and vibration disturbances, and blast distance and power to prevent chemical or structural damage to nearby residences.
