This bill establishes the Mississippi Special Needs Housing Steering Council, a multi-agency group composed of 14 members representing various state departments, organizations, and a program participant, with the Mississippi Home Corporation providing administrative support. The council's primary responsibility is to collaborate with the Mississippi Home Corporation in developing and managing a Special Needs Housing Program designed to provide bridge funding and stable, community-integrated housing for individuals with mental illness, intellectual and developmental disabilities, and other vulnerable populations, which may include formerly incarcerated persons, individuals with HIV/AIDS, homeless persons and families, and other groups with special needs as defined by the council. The program will be funded through the Mississippi Affordable Housing Development Fund or other dedicated sustainable funding sources, with the goal of creating supportive housing solutions for marginalized populations. The bill will take effect on July 1, 2025, and will be codified as a new section in Chapter 33, Title 43 of the Mississippi Code.
