This bill amends the Fire Investigation Act to establish a new funding mechanism for the Mutual Aid Box Alarm System (MABAS), which is an intergovernmental organization that helps coordinate emergency response across different local government units. Specifically, the bill requires the Office of the State Fire Marshal to annually determine funding needs for MABAS to improve emergency response capabilities during tornado disasters at large warehouse complexes, defined as warehouses with at least 400,000 square feet of combined space under the same management. Starting July 1, 2026, the Office will collaborate with MABAS to establish a funding distribution formula that considers tornado risk, warehouse square footage, and human population during working hours. The bill creates a continuing annual appropriation from the General Revenue Fund to support MABAS's maintenance, operation, and capital expenses, with the goal of helping emergency responders more effectively coordinate personnel and equipment when responding to tornado-related emergencies at large warehouse sites. The Office of the State Fire Marshal is also required to adopt implementing rules before July 1, 2026.
