AI Summary
This bill establishes the Historic Courthouse Fund, a special fund in the Mississippi State Treasury designed to provide grants to counties for maintaining and restoring historic courthouses. The fund will be administered by the Department of Archives and History, which will determine which courthouses qualify for grants. To receive a grant, counties must provide a 25% matching contribution. The department can solicit and accept various types of donations, including money, real property, and personal property, and can sell donated property with proceeds going directly into the fund. The State Treasurer will invest the fund's money like other state funds, and any unexpended amounts and earned interest will remain in the fund rather than reverting to the general fund. The Legislature must appropriate funds, and the Department of Archives and History can only use the money for grants to counties for courthouse maintenance and restoration. The bill will take effect on July 1, 2025, providing a mechanism to preserve and support historic courthouses across Mississippi through a dedicated funding source.
