This bill mandates that institutions and local correctional facilities provide breast pumps and related collection and storage materials to incarcerated nursing birth parents, defined as parents who can produce breast milk, regardless of whether their child is with them, but not beyond the child's second birthday, with some exceptions. It also ensures that individuals who give birth while in custody can keep health and newborn supplies provided by the hospital, grants breastfeeding parents the right to breastfeed or express milk in various locations, and allows them to possess and keep their own breast pumps and breastfeeding comfort items. The bill further requires facilities to safely store breast milk, provide information and assistance on breastfeeding, and offer infant formula if needed, while also establishing comprehensive data collection and reporting requirements on pregnancy, nursery programs, and infant care within correctional facilities, and mandates annual training for relevant personnel.
