AI Summary

This bill creates a voluntary system for vehicle owners with communication-related health conditions or disabilities to indicate this information when registering their vehicle. When applying for vehicle registration, individuals can choose to disclose that they have a condition that might impede communication with law enforcement, such as speech, language, hearing impairments, or autism spectrum disorder. If an applicant indicates such a condition, the Department of Revenue may request verification from a licensed healthcare professional. The Department of Revenue will then provide the vehicle registration information to the Department of Public Safety, which will include a note in the Mississippi Criminal Information Center to alert law enforcement officers during a traffic stop that the vehicle's operator may have communication challenges. The bill strictly protects the individual's privacy by prohibiting the public disclosure of specific health details, ensuring no visible markings on license plates indicate the condition, and restricting access to this information even within the Criminal Information Center. Existing contracts allowing access to the Criminal Information Center must be updated to comply with these privacy protections, and the bill will take effect on July 1, 2025.
