This bill requires all school districts, boards of cooperative educational services, county vocational education and extension boards, and charter schools to ensure that at least one staff member in every school building is trained in the Heimlich maneuver (a first aid technique used to help someone who is choking) within 180 days of the law's effective date. Additionally, the bill mandates that a staff member trained in the Heimlich maneuver must be present in the same room whenever students are eating meals, including locations such as lunchrooms, multipurpose rooms, auditoriums, and outdoor eating facilities. The bill also authorizes the education commissioner to create regulations to implement these requirements, with the aim of improving student safety during meal times by ensuring that staff members are prepared to respond quickly and effectively in the event a student begins choking.
