This bill fundamentally changes New York's absentee voting procedures by mandating that all qualified, registered voters automatically receive an absentee ballot before each election. Specifically, the bill requires county and city boards of elections to mail an absentee ballot and a postage-guaranteed return envelope to every registered voter at their address of record no later than 30 days before an election. For primary elections, voters will only receive the ballot for the political party in which they are enrolled, and if a primary is uncontested, no ballot will be sent.
