AI Summary

This bill establishes a grant program through the Mississippi Development Authority (MDA) to help state institutions of higher learning create endowments specifically for recruiting and employing professors specializing in quantum computing and artificial intelligence engineering. Institutions interested in receiving grants must submit detailed applications to the MDA, including information about their intended endowment, the number and type of professors they aim to recruit, the funds they have already dedicated to the effort, and the amount of grant funding they are requesting. If approved, the institution will receive a certificate of eligibility. The bill creates a special fund in the state treasury called the "State Institutions of Higher Learning Quantum Computing and Artificial Intelligence Engineering Professors Fund," which will be funded by legislative appropriations and can carry over unexpended amounts and investment earnings from year to year. The MDA will have the authority to develop rules and regulations for implementing the program, and the act will take effect on July 1, 2025, signaling the state's commitment to advancing higher education in emerging technological fields.
