This bill provides the New York Power Authority (NYPA) with a right of first offer and refusal for purchasing renewable energy generation facilities and their associated power or energy. Specifically, when a renewable generation facility or project is being sold, NYPA will have the opportunity to match the purchase price and become the sole purchaser.
