AI Summary
This bill amends the Unified Code of Corrections to improve the medical release process for prisoners by making several key changes. The bill modifies terminology throughout the document, replacing "inmate" with "petitioner" and introduces new provisions to enhance transparency and fairness in medical release hearings. Specifically, the Prisoner Review Board is prohibited from adding extra restrictions beyond those outlined in the statute, and must provide public notice of medical release hearings, including the petitioner's name, docket number, counsel, and hearing date. The bill mandates that hearings are public by default, unless the petitioner requests a non-public hearing, and allows members of the public to freely attend these hearings. When denying a medical release application, the Board must now publish a detailed decision letter that explains the reasons for denial, including an analysis of each statutory factor and an estimated annual cost of the petitioner's continued incarceration. The bill also requires comprehensive annual reporting on medical release applications, including demographic data, hearing details, and outcomes. These changes aim to make the medical release process more transparent, accessible, and informative for both petitioners and the public, while maintaining the original intent of providing compassionate release for seriously ill or incapacitated individuals.
