This resolution amends Senate Rule 65 to modify the composition and procedures of the Senate Rules Committee. The amendment specifies that the committee will consist of the Senate President (as a non-voting member), the President Pro Tempore, and four Senators who have served at least four years, with one Senator from each congressional district selected by their district's caucus. The resolution introduces a new provision allowing a Senator on the Rules Committee to be removed at any time by a three-fourths vote of their district's caucus. The Rules Committee retains its existing broad responsibilities, which include managing the Senate's business affairs, controlling Senate space and facilities, assigning staff to committees, employing Senate personnel, setting staff salaries, managing media access, authorizing travel reimbursements, and overseeing various administrative functions. The committee will continue to operate year-round and can adopt its own rules and regulations for efficient operation. The resolution also maintains existing provisions about staffing the President's and President Pro Tempore's offices and the committee's jurisdiction over Senate conduct and legislative support services.
