This bill amends the Texas Health and Safety Code to enhance regulatory oversight of permanent concrete plants by requiring the Texas Commission on Environmental Quality (TCEQ) to conduct a protectiveness review of standard permits for such facilities at least once every eight years. If the commission amends the permit after a review, it must provide facilities a reasonable time to comply with the new requirements. The bill also modifies the application requirements for standard permits for concrete plants (including permanent, temporary, and specialty batch plants), mandating that applicants submit a detailed plot plan with specific elements such as property lines, emission points, buildings, tanks, process vessels, benchmark locations, and confirmation of required distances or setbacks. The TCEQ is required to adopt necessary implementing rules by March 1, 2026, with the act taking effect on September 1, 2025. The changes aim to improve environmental monitoring and ensure more comprehensive documentation for concrete plant operations.
