The programs must be evidence-based, meaning they have a clear program model, are associated with a national organization or institution, follow comprehensive standards, employ well-trained staff, and operate with fidelity to their specific model. Families can decline services at any time, and the programs cannot consist of just a single or infrequent visit. The department is required to submit biennial electronic reports (from 2026-2028) detailing program information, including types of programs, goals, number of families served, demographic data, funds expended, and program model specifics. The bill allows the department to create rules and regulations to implement these requirements, with a focus on supporting and empowering families through voluntary, high-quality home visitation services.
