This bill establishes a temporary state commission called the New York State Reforest, Restore and Sustainable Agriculture Commission to address the state's climate emergency and significant ecological challenges. The 17-member commission, appointed by various state leaders including the governor, will be tasked with evaluating and making recommendations in three primary areas: forest and ecological habitat restoration, preservation of natural resources, and sustainable agriculture. Drawing from a 2019 UN report highlighting species extinction and climate change, the commission aims to develop strategies for carbon reduction, ecosystem preservation, and promoting environmental health, economic sustainability, and social equity. By December 1, 2026, the commission will submit a comprehensive report with recommendations for legislative action to the governor, senate president, and assembly speaker, with the ultimate goal of mitigating climate change and protecting New York's natural resources.
