This bill amends the Charter of the Town of Selbyville to modify its election processes and government structure. The bill introduces a new district-based election system, dividing the town into 4 districts that must be established by January 1, 2026, with subsequent redistricting occurring after each federal census. Each district must have contiguous territory and nearly equal population. The Town Council will now consist of 1 member from each district, who must be nominated and elected by registered voters from their specific district. Candidates must be at least 21 years old, a U.S. citizen, and a bona fide resident of Selbyville for at least 2 years, with the additional requirement that Town Council candidates must reside in the district they seek to represent. The bill also changes the election schedule, with elections for the Mayor and Council members from the first and third districts occurring in odd-numbered years, and elections for Council members from the second and fourth districts occurring in even-numbered years. All Town Council members and the Mayor will serve 2-year terms, with terms becoming effective at the Annual Meeting. The election notification process remains similar, requiring posting of notices in 5 public places and publishing at least one notice in a local newspaper at least 10 days before the Annual Municipal Election.
