This bill authorizes automobile insurance companies in New York to offer a self-inspection option for policyholders during policy issuance or renewal, specifically for personal lines insurance. Under this new provision, insurers can allow customers to complete their own vehicle inspection by submitting digital photographs meeting specific technical requirements. The photographs must be in color, in JPEG format, with a resolution of at least 2048 x 1536 pixels, taken within ten days before or fourteen days after the inspection date, and include metadata confirming the date and time. Insurers retain the right to request an in-person inspection if the submitted photographs do not meet requirements or contain inaccurate information. The self-inspection option is not available for vehicles insured through the New York Automobile Insurance Plan. Policyholders must complete a signed inspection form and certify the accuracy of their submission under penalty of perjury. The bill also requires insurers to implement security measures for data and electronic signatures, and allows the superintendent of insurance to develop additional regulations governing this new inspection process. The law will take effect 60 days after becoming official.
