This bill modifies Indiana's transparency requirements for local government contracts by mandating that political subdivisions upload digital copies of contracts to the Indiana transparency website. Specifically, for contracts entered into after December 31, 2025, political subdivisions must upload a digital copy of any contract exceeding $50,000, with exceptions for employment contracts. The bill changes the responsibility for uploading and attesting to contract uploads from the executive of the political subdivision to the fiscal officer. Additionally, the bill requires the department of local government finance to develop an application programming interface (API) by December 31, 2025, which will allow political subdivisions to upload multiple contracts simultaneously directly from their network. The fiscal officer must submit an annual attestation by March 2nd confirming that all required contracts from the previous year have been uploaded, and the department of local government finance will not approve the subdivision's budget until this attestation is filed. Contracts related to fire and emergency medical services continue to be subject to these transparency requirements, and political subdivisions may redact sensitive information from the uploaded contracts.
