This bill expands the definition of "city or town" in Indiana's legal code to include certain conservancy districts, specifically those established under IC 14-33 that have an elected board of directors and have assumed responsibility for constructing, reconstructing, and maintaining public highways within their district. Beginning July 1, 2025, such conservancy districts will be eligible for distributions from the motor vehicle highway account and local road and street account, effectively treating them like municipal entities for road funding purposes. The bill modifies two sections of the Indiana Code (IC 8-14-1-0.3 and IC 8-14-2-1.1) to achieve this, providing a pathway for elected conservancy districts with road maintenance responsibilities to access state transportation funding that was previously limited to cities and towns.
