This bill directs the State Corporation Commission (SCC) to establish a work group focused on evaluating cybersecurity issues specifically related to electric service provided by investor-owned electric utilities and electric cooperatives. The work group will be tasked with examining two primary areas: (1) the actions electric utilities and cooperatives can take if a customer experiences an emergency condition that could potentially compromise electric service reliability or security for other customers, and (2) any additional cybersecurity-related topics the Commission deems relevant. The bill requires the SCC to document the work group's proceedings and produce a comprehensive written report with findings and recommendations, which must be submitted to the Chairmen of the House Committee on Labor and Commerce and the Senate Committee on Commerce and Labor by November 30, 2025. Additionally, the report must be made publicly accessible by being posted on the Commission's website at the same time as its submission to the legislative committee chairs.
