This bill establishes a temporary Local Government Efficiency Task Force to study ways of creating a more streamlined and cost-effective local government structure in Indiana. The task force will consist of 17 voting members, including 6 senators, 6 representatives, the state fire marshal, and 4 members appointed by the governor to represent counties, municipalities, townships, and school corporations. The task force will explore potential efficiency measures such as eliminating townships and transferring their responsibilities to counties, administering fire protection and emergency services countywide, consolidating health departments, reorganizing library and school districts, and requiring county budget approval for taxing districts. The task force will meet throughout 2025 and 2026, with members selected by July 30, 2025, and will be required to submit a comprehensive report with recommendations to the general assembly and the governor by November 1, 2026. Task force members will receive per diem, mileage, and travel allowances, and the task force will be supported by the legislative services agency, with its work officially concluding on December 31, 2026.
