This bill establishes the Efficacy of Arizona's Move Over Law Study Committee, a temporary committee comprised of 12 members representing various stakeholders, including two senators, two representatives, directors from the departments of transportation and public safety, three towing industry representatives, two law enforcement association representatives, and two motor vehicle advocacy organization representatives. The committee's primary duties are to conduct a comprehensive study of Arizona's existing Move Over Law (section 28-775), which requires drivers to yield to emergency vehicles, and evaluate its effectiveness. Specifically, the committee will assess whether additional public education and promotion are needed, identify potential resources or policy initiatives to enhance public safety, propose legislation to address any identified issues, review current policies and practices, and propose safety improvements for first responders and citizens. By December 1, 2025, the committee must submit a detailed report of its findings and recommendations to the governor, senate president, house speaker, and secretary of state. The committee will not receive compensation for their work, and the entire committee structure will be automatically repealed after September 30, 2026.
