This bill provides a "thirteenth check" – an additional supplemental payment – to retired members or beneficiaries of several Indiana public retirement systems, including the Indiana state teachers' retirement fund, Indiana public employees' retirement fund, state excise police and conservation officers' retirement plan, state police pre-1987 benefit system, and state police 1987 benefit system. The payments vary based on the recipient's years of creditable service, ranging from $150 for members with 5-10 years of service (only for disability retirement) to $450 for those with 30 or more years of service. Additionally, all eligible retirees will receive a flat $50 payment. To be eligible, recipients must have retired or been disabled on or before December 1, 2024, and be entitled to receive a monthly benefit on July 1, 2025. The payments will be made from either the respective retirement fund or the state general fund, and are not considered an increase in the monthly pension benefit. The supplemental payments are set to be distributed by October 1, 2025, and the provisions of the bill will expire on January 1, 2026.
