AI Summary

This bill introduces a comprehensive framework for the delivery of alcoholic beverages in Indiana, creating new permits and regulations for third-party delivery services and delivery agents. The legislation allows beer, liquor, and wine dealers (particularly those associated with drug stores or pharmacies) to sell and deliver alcoholic beverages through third-party services, with several important restrictions. Delivery agents must be at least 21 years old, hold a specific delivery agent permit, complete alcohol server training, and follow strict age verification protocols. The bill establishes a $500 delivery service permit for third-party platforms and a $45 delivery agent permit, each with specific eligibility requirements. Delivery services must maintain detailed records of transactions and can only deliver sealed, original containers of alcoholic beverages to a consumer's residence, and each delivery must include verification of the customer's age and signature. Additionally, the bill expands the definition of "licensed premises" to include parking areas for curbside pickup and adds delivery agents to the list of alcohol servers. These changes aim to modernize alcohol sales and delivery while maintaining strict regulatory oversight to prevent sales to minors or intoxicated individuals.
