This bill amends the environmental conservation law to enhance public transparency around construction activities that require a State Pollutant Discharge Elimination System (SPDES) permit. Under the new requirements, owners or operators of construction projects must submit a copy of their required public notice to the county or counties where the construction will take place, as well as to any other counties whose waters might be potentially impacted. Furthermore, each county that receives such a notice will be obligated to make that notice publicly available on its official website, following guidelines established by the state department. The goal of this legislation is to increase public access to information about construction activities that could potentially affect local water resources, allowing residents to be more informed about environmental developments in their area. The bill will take effect 180 days after becoming law, with provisions to allow for the preparation of necessary regulations in advance of the effective date.
