This bill requires the Indiana Department of Health to collect and publish detailed information about drowning deaths in the state, starting July 1, 2026. Specifically, the department will gather data on the location and age of individuals who have died from drowning, and then make this information publicly available on their website. Additionally, the bill mandates that the Department of Education develop comprehensive water safety curricula for school corporations, which must be implemented for students from kindergarten through 12th grade. The water safety instruction must cover age-appropriate topics including the proper use of flotation devices, water condition awareness, swim area supervision, safe water behaviors, and critical safety information such as the importance of pool barriers, formal swim lessons, avoiding substance use during water recreation, and understanding cardiopulmonary resuscitation (CPR) for drowning victims. These new requirements are set to take effect on July 1, 2025, with the aim of improving water safety education and understanding drowning risks across Indiana.
