This bill establishes a new framework for community corrections program commissaries, creating a dedicated commissary fund for residential community corrections facilities. The director can then use these funds at their discretion for various purposes, including purchasing merchandise for resale, covering commissary operating expenses, providing employee training, acquiring equipment, funding activities to maintain program discipline, supporting crime prevention programs, and other mutually agreed-upon initiatives that benefit the community corrections program. The bill also amends existing law to allow directors of residential community corrections programs to receive confidential prescription drug information through the INSPECT program, similar to law enforcement agencies. Importantly, the bill specifies that money disbursed from the commissary fund must supplement, not replace, regular program appropriations. The legislation is set to take effect on July 1, 2025, and applies specifically to community corrections programs with residential facilities and work release components, explicitly excluding jail commissaries from its provisions.
