Bill Summary

Traffic management. Prohibits, in a city with a population of at least 50,000, a governmental entity or private contractor from engaging in a project that would result in the permanent restriction or reduction of one or more travel lanes within the city as the result of the project. Provides that if a governmental entity or private contractor violates the prohibition, the state comptroller shall withhold 10% of the total amount of the distribution from the local road and street account that would have otherwise been distributed to the city during the calendar year following the calendar year in which the travel lanes became restricted or reduced. Provides that any distribution amount withheld by the state comptroller reverts to the state general fund. Exempts existing rapid transit lines from, and lists other exceptions to, the prohibition. Prohibits the installation, use, or placement of ramp metering devices on Indiana streets or highways. Provides that neither a local authority nor the Indiana department of transportation may implement variable speed limits or use electronic variable speed limit signs.

AI Summary

This bill introduces several significant restrictions on traffic management in Indiana. For cities with populations of 50,000 or more, the bill prohibits governmental entities or private contractors from permanently reducing travel lanes, with a penalty of withholding 10% of the city's local road and street account funding if such reductions occur. The bill specifically exempts certain existing rapid transit lines in Indianapolis (red, blue, and purple lines) and public works projects involving stadiums, hotels, convention centers, and other significant infrastructure. Additionally, the bill bans the installation and use of ramp metering devices (which control vehicle entry onto roadways) by the Indiana Department of Transportation, local authorities, and other governmental agencies. The legislation also explicitly prohibits local authorities and the state transportation department from implementing variable speed limits or using electronic variable speed limit signs, effectively standardizing speed limits across the state and preventing dynamic traffic management strategies. The bill includes an emergency declaration, indicating its immediate intended implementation upon passage.
