AI Summary
This bill establishes a comprehensive framework for driving privilege cards for individuals who cannot provide proof of identity and lawful status in the United States. The bill creates a new category of driving credentials specifically for non-citizens who are Indiana residents and meet certain requirements. Here's a summary of the key provisions:
This bill introduces a driving privilege card system that allows individuals who are Indiana residents but cannot provide proof of citizenship to obtain driving privileges. The driving privilege card will have significant restrictions: it cannot be used for identification purposes except for law enforcement, cannot be used for voting, and cannot be used to verify employment. Applicants must meet several stringent requirements, including:
1. Residing in Indiana for at least five years
2. Providing valid identification documents
3. Submitting fingerprints for a criminal background check
4. Passing required examinations
5. Paying applicable fees (including a $200 supplemental fee)
6. Signing an affidavit committing to pursue a path to citizenship
The bill includes detailed provisions about who can obtain a driving privilege card, including age restrictions, supervised driving requirements, and specific documentation needed. For individuals under 18, a parent or guardian must sign the application and assume liability for any damages caused while driving. The cards will be valid for one year and require annual renewal.
The driving privilege card comes with significant restrictions for younger drivers, including limitations on nighttime driving and passenger transportation. The bill also mandates that the Bureau of Motor Vehicles submit an annual report to the legislature detailing the number of cards issued, renewed, and not renewed.
Additionally, the bill includes numerous technical amendments to various sections of Indiana law to incorporate the new driving privilege card system, ensuring consistency across different legal statutes related to driving and identification.
