This bill authorizes federally and state-licensed meat processors in Wyoming to compost nonedible animal parts (excluding specific high-risk materials like brain, skull, spinal cord, and certain ganglia from older cattle) and sell the resulting compost as fertilizer, soil amendment, or soil conditioner. To do so, meat processors must register their compost product with the state Department of Agriculture and comply with existing commercial fertilizer distribution regulations. The bill defines "specified risk materials" in detail, focusing on parts of cattle over 30 months old that could potentially carry disease risks. The legislation creates a new statute (W.S. 11-14-119) to enable this process and makes a conforming amendment to update the definition of "this act" in existing agricultural regulations.
