This bill requires landlords of residential rental apartments with four or more units to provide air-conditioning in their units, with specific implementation dates and requirements. Starting June 1, 2025, newly constructed residential rental units must have air-conditioning, and starting October 1, 2025, rental units undergoing significant renovations (such as electrical or heating system replacements) must also be equipped with air-conditioning. From June 1 to September 30 each year, landlords must ensure that the air-conditioning system maintains the temperature at not greater than 80 degrees Fahrenheit at 3 feet above the floor in each habitable space. For units where tenants control the air-conditioning system, landlords must ensure the system is in good working order and capable of maintaining this temperature. The law does not apply to residential rental units located in properties listed on the National Register of Historic Places. The bill is only prospective, meaning it will not affect building construction or renovations with permits issued before its effective date, which is June 1, 2025.
