If an existing registrant fails to participate in a risk assessment, they will automatically be classified as a level three sex offender, but can later request a reassessment if they become willing to participate. The Psychiatric Security Review Board can also assist in conducting risk assessments under certain mutually agreed conditions. These changes provide more flexibility in the ongoing process of evaluating and managing sex offender risk levels while maintaining public safety oversight.
