This bill establishes a comprehensive framework for health insurance coverage for school district, regional educational attendance area, and University of Alaska employees by allowing these educational employers to participate in a state-administered health insurance policy. The bill authorizes the Department of Administration to select either a group insurance policy or a self-insurance policy that covers both state and school employees, and requires participating school employers to contribute to the group health and life benefits fund at rates determined by the commissioner of administration. Participating school employers must also reimburse the state for excess loss insurance costs and the first four months of insurance claims, with the option to require employees to pay some of these costs. The bill defines "school employees" as persons employed by municipal school districts, regional educational attendance areas, or the University of Alaska, and provides that before approving a governmental unit's participation in the state insurance policy, the Department of Administration must investigate potential cost impacts and provide an actuarial analysis to the legislature. Additionally, the bill includes provisions for transferring existing self-funded insurance reserves and requires the commissioner of administration to adopt implementing regulations. The changes will apply to contracts and collective bargaining agreements becoming legally binding on or after July 1, 2025.
