This bill creates a new program within the Housing and Community Services Department to support factory-produced housing (which includes manufactured dwellings, prefabricated structures, and modular housing components) for low-income households. The department will use $50 million from the Local Innovation and Fast Track Housing Program Fund to provide funding for up to five housing projects, with a preference for projects that use Oregon-based developers, are geographically diverse, or utilize innovative materials like mass timber or those with environmental benefits. The department will contract with the Network for Oregon Affordable Housing (NOAH) to convene an advisory committee, provide technical assistance to funding recipients, support industry awareness, and help overcome barriers in factory-produced housing development. NOAH will also help create a report detailing the results of the funding, including construction costs, barriers encountered, and recommendations for future legislation. The program is set to sunset on January 2, 2028, and will take effect 91 days after the 2025 legislative session adjourns. An additional $650,000 is appropriated from the General Fund to implement the program's administrative requirements.
